Personnel Board approves HR director post and policy

The Personnel Board unanimously approved a new HR director post and revised collateral duties policy.

Personnel Board · Meeting of July 23, 2026

OAK BLUFFS — The Personnel Board unanimously approved a new HR director post and revised collateral duties policy. Town Administrator Wendy Brough proposed the Grade 7 HR director role to address leadership gaps in procurement, project management, and risk management; the position would split 70 percent HR duties and 30 percent administrative services, functioning similarly to an Assistant Town Administrator but without department head authority. The board also adopted the revised collateral duties policy, which replaced stipend with compensation and clarified eligibility, performance standards, and duty reversion procedures.

All five members voted unanimously on both measures.
